There are technologies which have been working for over 30 years and are properly regulated by our legislation (see DM 05/02/98 n.88): pyrolysis!! The pyrolysis plant in Burgau (a town between Munich and Stuttgart) has been working perfectly for over 32 years and turns the waste into clean energy for a population of 400,000 people. In Italy, this technology has been improved but everyone still talks about pyrogasification which is not correct. We have reached a 95% pyrolysis with only 5% of ash gasification; the temperatures inside the pyrolyzer have dropped below 500 degrees, well below the dioxin production thresholds. But a question arises: why until now nobody thought of building these types of plants?
The answers could be multiple:
a) Bad knowledge of technology
b) Incorrect sizing of the plants (they are aimed at huge plants with tens of millions of euros which are difficult to finance)
c) Refinement of technology
d) Interest not to close the landfills ......
e) Etc. etc. Last consideration ... maybe lack of will !!!
Pyrolysis plants are suitable for treating all types of waste with an organic matrix, also all those identified by the following CER codes: 9
The pyrolysis plants, unlike to what we think, are not "experimental" but are regularly regulated by Ministerial Decree 05/02/98 n. 88. Annex 1 article 17. The authorizations are issued by the provincial administration in a simplified procedure according to the law DL 152 of 03/04/2006 art. 214 and regulated by Legislative Decree 05/04/2006 n. 186. With regard to atmospheric emissions, the type of system proposed has NO emissions into the atmosphere, respecting all the limits imposed by the law on the subject.
